Russia is not as cheap as it used to be! While during Soviet times and most of the 1990's visitors could expect extremely low prices and for their dollars to stretch a long way, today this is not the case. For basic goods, Russian prices are still well below those in the West (basic food products, transportation, utility payments, etc.); however, for more luxurious goods or high quality goods, expect to pay just as much as you would in a Western city. This goes for restaurant meals (especially in St. Petersburg and Moscow - bargains can still be found in provincial cities), hotel rooms, apartment rentals, movie tickets, most types of entertainment, decent clothing, etc. So, budget as if you were coming to let's say, a cheaper, Western European country, like Greece for instance.
